The initial phase covered a vast area of approximately 183 acres (1100 mu) with a total investment estimated at 360 million RMB.

The park's development was envisioned in multiple stages. Following the successful first phase, plans were laid for a second phase aimed at constructing a sports and leisure zone, including excavating a 23-acre (140 mu) artificial lake and building a large-scale water world to meet public fitness and entertainment needs, slated for development after the year 2000. A proposed third phase envisioned creating various Chinese and Western-style garden enclaves and a botanical garden within the park.

Today, the realized core of Yandu Park occupies a central urban plot of about 121 acres (728 mu), bordered by the historic salt-transporting Chuandang River to the east, Yuema Road to the west, Dongjin Road to the south, and Qingnian Road to the north. With a total investment of 190 million RMB, it stands as the city's largest comprehensive water-green ecological park, featuring over 30 distinct scenic spots, including the renowned "Shimen Treading Waves" and the fountain theater.

The construction of Yandu Park marked several historic firsts in Yancheng's landscape development history, establishing numerous records for the city. It is the largest park in terms of area and the most significant in terms of capital investment. Among its standout features is a musical fountain capable of projecting water to heights exceeding 80 meters. The park is also home to an impressive collection of natural elements, including a towering tree reaching 16 meters in height with a trunk diameter of approximately 82 centimeters, and a massive rock weighing over 50 tons. These features collectively contribute to the park's grand scale and visual impact.
